This was the most striking part of the presentation. Mortgage lending in Ukraine is only about 0.5% of GDP, against 7 to 21% in Central and Eastern Europe. Buyers’ advance payments fund 57 to 80% of construction costs, usually without escrow or protection. More than 1,300 developers work without a licence or track record, and banks keep construction loans below 1% of their portfolios.
