Ukraine is advancing its long-awaited fire safety reform and Eurocode harmonization for construction.
The new DBN V.1.1-7:202X draft is now under parliamentary review and shifts toward a modern European performance-based model, where fire safety is evaluated through REI performance, calculations and testing — not only material type.
This could support modern timber construction in Ukraine, although some outdated A1 non-combustible requirements still remain in the draft.
One major challenge is still the limited number of accredited fire testing laboratories and certification systems in Ukraine capable of supporting modern fire engineering approaches. At least during the transition phase, closer cooperation with accredited laboratories and certification bodies in EU countries could help accelerate implementation, improve reliability, and support international acceptance of Ukrainian projects.
